Are dumbbell lateral raise and standing barbell military press good exercise to get big shoulders?

Absolutely! I would recommend doing the military press first and do it in the front rather than behind the head (I've read several articles that behind the head presses can cause damage to the rotary cuff).I would also recommend doing some raises for the rear deltoid which a lot of lifters miss and can in time cause serious shoulder problems.
